On September 3, the Ministry of Science and Technology wrote to the People's Government of Guangdong Province to support Guangzhou's construction of the "National New Generation Artificial Intelligence Innovation and Development Pilot Zone" (hereinafter referred to as the Pilot Zone).

According to the reply from the Ministry of Science and Technology, the construction of the pilot zone is a major measure to thoroughly implement the spirit of General Secretary Xi Jinping’s series of important speeches on artificial intelligence and to implement the development plan for the new generation of artificial intelligence. The construction of the experimental zone should focus on the major national strategies and the needs of Guangzhou’s economic and social development, explore new paths and mechanisms for the development of a new generation of artificial intelligence, form reproducible and extendable experiences, and use artificial intelligence to stimulate Guangzhou’s “new vitality of the old city” and demonstrate Leading the development of smart economy and smart society in the Guangdong-Hong Kong-Macao Greater Bay Area.

The Ministry of Science and Technology has made it clear that Guangzhou must give full play to the advantages of science and education resources and industrial clusters to comprehensively improve the level of artificial intelligence innovation and development. Give full play to Guangzhou's advantages in artificial intelligence science and education resources, application scenarios, infrastructure, etc., establish a high-level R&D system, increase the research and development of basic theories and cutting-edge technologies of artificial intelligence, and focus on key areas such as healthcare, high-end manufacturing, and automobile transportation. Technology integration and fusion application will enhance the level of industrial intelligence and international competitiveness. Give full play to the supporting and guaranteeing role of artificial intelligence in urban governance, social and people's livelihood, and explore new paths for smart city construction.

At the same time, improve the policy and legal system and build a high-level artificial intelligence open innovation ecosystem. Carry out artificial intelligence policy experiments, conduct pioneering trials in data open sharing, industry-university-research collaboration innovation, and high-end element aggregation, explore and promote artificial intelligence legislation, and build an international artificial intelligence innovation ecosystem. Carry out artificial intelligence social experiments and explore new models of intelligent social governance. Implement the new generation of artificial intelligence governance principles and strengthen the construction of artificial intelligence ethics.

The Ministry of Science and Technology will actively cooperate with Guangdong Province to promote the construction of the Guangzhou Experimental Zone, coordinate research and resolution of related policy issues, strengthen work guidance and resource docking, and promptly summarize typical experiences and policy measures and promote them. Establish a monitoring and evaluation mechanism to track and evaluate the progress of the construction of the experimental area, and provide incentives and support based on the evaluation results.
